BJMP to impose 'Zero Escape'


The Bureau of Jail Management and Penology (BJMP) has restructured its operations and imposed stricter vigilance in the safekeeping of inmates as a response to Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo's call for zero escapees.
Robredo has challenged the BJMP to ensure that “all inmates are 100 percent in and not one out” of jail facilities.
The number of escapes in BJMP jails, some of which involve detainees in high-profile cases, has risen recently, prompting BJMP Chief Jail Director Rosendo M. Dial to take on a "tougher hand" in ensuring there are no escapees, as well as in the speedy disposition of the bureau’s administrative cases.
Dial called for a special meeting with the Director for Investigation and Prosecution, Director for Intelligence, BJMP Legal Service and other key officers of the bureau to review some policies and restructured some of their plan of actions for the year 2012.
“We are really challenged by the statement of the Secretary, that is why we are really working hard and imposing stricter vigilance in the safekeeping operations of the bureau,” said Dial.
“We know that it’s a tough challenge for everyone but we will do our best to prevent escapes in our facilities. And because it’s a tough challenge, we will be tough also to erring personnel to give the maximum penalty of dismissal if the evidence warrants it,” he said.
Dial also gave a deadline of 30 days for the disposition of all administrative cases of the bureau, especially those that have been filed in relation to the escape of inmates.
“We want to send a serious message and reminder to our personnel that we mean business and heads will definitely roll if anyone falls short of what the bureau is requiring from them,” he said.
